Institutional Profile

The Eastern Caribbean Citizenship by Investment Regulatory Authority (ECCIRA) is an independent regional regulator for the Citizenship by Investment industry in the Eastern Caribbean. ECCIRA was established to set uniform standards and regulate the Citizenship by Investment Programmes (CBI/CIP) in the five participating states (Antigua and Barbuda, Commonwealth of Dominica, Grenada, Saint Christopher (St Kitts) and Nevis, and Saint Lucia) to strengthen the integrity of the Programmes.

ECCIRA was established through a regional Agreement, signed by the Heads of Government in September 2025, with the express purpose of "regulating and maintaining public confidence in the Citizenship by Investment Programme of each participating state." The Agreement was given force in domestic law through the enactment of an enabling bill in the parliament of each of the five participating states in 2025.

Establishment Timeline

  1. March to June 2024

    The Heads of Government of the five participating states signed a Memorandum of Agreement expressing their intention to establish a competent regional authority to regulate the Citizenship by Investment Programmes in line with international best practices.

  2. 18 to 23 September 2025

    The Agreement establishing ECCIRA was signed by the Heads of Government of the five participating states.

  3. October to November 2025

    The enabling bill was passed in the national parliaments of the five participating states to give effect to the ECCIRA Agreement in domestic law.

  4. Late 2026

    ECCIRA will commence operations in Grenada.
